Oregon state legislators recently passed a bill that would both allow and regulate digital billboards along state highways, according to The (Portland) Oregonian.
Some Oregon cities already allowed digital billboards, but the new legislation allows for their use along state roadways – as long as the billboards display static images that rotate no more quickly than once every eight seconds – and also limits their brightness and mandates use of renewable energy sources or the purchase of carbon offset credits.
The state Senate-originated bill still has to go back to the Senate for approval of House-appended changes and then be signed by state's governor before becoming law.
