St. Paul digital billboard ordinance passed, no one happy

TwinCities.com: St. Paul and local billboard companies came to an uneasy agreement Wednesday, as the city passed an ordinance that permits digital billboards but requires many other conventional signs to be removed in return. The new law might leave things the way they are. The City Council passed the ordinance as a moratorium on the new signs was about to expire. The city wants sign companies to trade in existing signs for the new LED signs at a ratio of as much as eight to one. No one seemed to be happy with the plan.
